Minutes of the Annual, Organizational and Regular Monthly Minutes
September 10, 2018


The MFL MarMac Board of Education held its annual, non-election year organizational and regular monthly board meeting on September 10, 2018, in the high school media center of the Monona schoolhouse.

President Roys called the meeting to order at 7:00 P.M. Members present at roll call were Collin Stubbs, Gina Roys, Sharon Greener, Tonya Meyer, Josh Grau and Jonathon Moser. Absent at roll call was Brian Meyer. Also present was Dale Crozier, Superintendent, Kathy Koether, Elementary Principal, Denise Mueller, Middle School Principal, Larry Meyer, High School Principal, and Cindy Koons, Board Secretary. The visitors were welcomed and recognized.

Motion by Stubbs, seconded by Moser, to approve the agenda as presented. The motion was unanimously carried.

Motion by Grau, to approve the following consent items from the agenda:

  • Minutes from the August 13, 2018, board meeting.
  • Bills against the district as listed: General Fund: $150,296.24; Management Fund: $130,063.00; Capital Projects: $40,207.31; PPEL: $36,251.72; Clearing Account: $37,404.58; Food Service: $13,555.16; HAWC: $41,161.81; Little Bulldog Childcare Center: $3,212.76; Dr. Smith Childcare: $2,126.42.
  • Lane changes for Dawn Colsch, Tamara Butikofer, Tracy Decker, and Jaydeane Berns.
  • The Secretary’s Report, Activity Report, and Food Service Report will be filed subject to audit.

Greener seconded the motion and it was unanimously carried.

Motion by Greener, seconded by Stubbs, to request the deficit balance of special education aid for 2018. The motion was unanimously carried.

Motion by Greener, seconded by T. Meyer, to request Modified Allowable Growth and Supplemental Aid for the fiscal year 2018 special education deficit. The motion was unanimously carried.

Motion by T. Meyer, seconded by Stubbs, to approve the amended 28E agreement for the Little Bulldog Childcare Center. The motion was unanimously carried.

Motion by Moser, seconded by T. Meyer, to set a Public Hearing for the Instructional Support Renewal on October 8, 2018, at 7:00 p.m. in the McGregor Middle School Media Center. The motion was unanimously carried.

Organizational Meeting.

President Roys appointed Dr. Dale Crozier, temporary chair sine’ die.

Dr. Dale Crozier asked for nominations for President.

Motion by Moser, seconded by Greener, to nominate Gina Roys for President.

Roll call vote. Ayes: Moser, Stubbs, T. Meyer, Greener, and Grau. Nays: None. Abstain: Gina Roys. Carried 5-0-1.

President Roys asked for nominations for the seat of Vice President.

Motion by Grau, seconded by Stubbs, to nominate Brian Meyer, as Vice President.

Motion by Moser, seconded by T. Meyer, to cease nominations.

Roll Call vote by show of hands. Ayes: T. Meyer, Stubbs, Grau, Roys, Moser, and Greener. Nays: None. Carried 6-0.

The Board of Directors appointed Cindy Koons as their Board Secretary/Treasurer.

Legal Council: Brian Gruhn, Lynch Dallas, and Greg Schiller.

Level I Investigators: Dr. Dale Crozier, Kathy Koether, Denise Mueller, and Larry Meyer. Level II Investigator: Greg Schiller.

The following Depositories and limit were appointed: FreedomBank $4,000,000.00; Luana Savings Bank $4,000,000.00; Central Savings Bank $1,000,000.00.

Jonathon Moser was appointed to the Clayton County Conference Board.

Josh Grau was appointed to the Allamakee County Conference Board.

Jonathon Moser was appointed as the District’s Delegate Assembly representative.

Motion by Greener, seconded by Moser, to have the normal school board meetings on the 2nd Monday of every month at 7:00 p.m. to be held in the Monona school media center with the exception of the January, May and October meeting to be held at 7:00 p.m. in the McGregor school media center. The motion was unanimously carried.

Motion by Greener, seconded by T. Meyer, to set the official district newspaper as the North Iowa Times. The motion was unanimously carried.

Principal’s reports given.

Superintendent Report:

  • Board Workshop in Oelwein on October 9, 2018.
  • Richard Moses family gifted the Agriculture Department $1,000.00.
  • Bids regarding ground testing discussed.
  • Discussion regarding the bids for the baseball and softball dugouts.

The next monthly board meeting will be held October, 8, 2018, at 7:00 p.m. at the middle school library in the McGregor center.
