Regular Meeting
Monday, March 10, 2025
The MFL MarMac Regular Meeting of the Board of Directors was held on March 10, 2025, in the library of the Monona Schoolhouse.
President, Gina Roys, called the meeting to order at 6:02 p.m. Members present at roll call were Dr. Jonathon Moser, Danielle Schlake, Roberta Hass, Aaron Schroeder and Josh Grau. Tonya Meyer was absent. Also, present Tim Dugger; Superintendent, Karla Hanson; Board Secretary, and Student Board Member, Mattie Hallberg. Student Board Member, Mariah Moser, joined the meeting at 6:12 p.m.
Motion by Dr. Moser, seconded by Roberta Hass, to approve the agenda as presented with the addition of Business 4.g., Best of Class Tie-Breaker Criteria. Motion carried unanimously.
Motion by Josh Grau, seconded by Danielle Schlake, to approve the consent items from the agenda as follows:
- Minutes from February 10, 2025, Regular Meeting
- Bills against the district as listed: General Fund: $171,202.29, Management: $0.00; Enterprise: $1,530.00; Capital Projects: $75,903.63; PPEL: $28,891.09; Activity Account: $42,631.26, Food Service: $24,086.02, Little Bulldog Childcare: $6,816.21, Dr. Smith Childcare: $1,743.35.
- The Secretary’s Report, Activity Report and Food Service Report will be filed subject to audit.
The motion was unanimously carried.
Motion by Roberta Hass, seconded by Josh Grau, to approve the following:
Resignations: Kelly Winter, Middle School Volley Coach and Middle School Track Coach
Caitlin Friederich, Teacher (5th Grade) and Middle School Student Council
Chet Bachman, High School Boys Wrestling Coach
New Hires: Brett Jackson, Middle School Principal
Bethany Engen – Music Teacher, Legacy Coach
Brianna Werges – Middle School Volleyball Track
Karter Decker – High School Assistant Track Coach
Kayla Thompson – Food Service Director
Transfer: Travis Johnson to High School Boys Wrestling Coach
Volunteer Coach: Abbey Cottrell, Soccer
Motion carried unanimously.
Motion by Roberta Hass, seconded by Danielle Schlake, to approve the hiring of a full-time MTSS (Multi-Tiered System of Supports) teacher for the middle school. The position will work collaboratively with classroom teachers, special education staff and families to develop and monitor individualized support plans. Motion carried unanimously.
Motion by Danielle Schlake, seconded by Josh Grau, to accept the contract with Martin Gardner Architects and move forward with plans to build a new bus barn. Motion carried unanimously.
Mr. Dugger gave a brief presentation about the FY26 Budget. State legislators have not yet made a decision on the percent of supplemental state aid to be given to schools. A budget hearing will be held in the Monona Learning Commons at 6:00 p.m. on March 27, 2025.
Motion by Aaron Schroeder, seconded by Dr. Moser, to accept the following Budget Guarantee Resolution:
RESOLVED, that the Board of Directors of the MFL MarMac Community School District, will levy property tax for fiscal 2025-2026 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa.
Motion carried unanimously.
Motion by Josh Grau, seconded by Roberta Hass, to approve the 2025-2026 School Year 28E agreements with NICC/Clayton County Alternative School and Iowa Local Government Risk Pool/Wood River Energy/LP for the Monona Center. Motion carried unanimously.
Motion Roberta Hass, seconded by Aaron, to approve the 2nd reading of the following board policies: 403.1, 403.2, 403.3, 403.3R1, 403.3E1, 403.4, 403.5, 403.6, 404, 404.R1, 404.R2. Motion carried unanimously.
Motion by Dr. Moser, seconded by Josh Grau, to approve the first reading of the following board policies with no changes and move to second reading: 404.1, 405.1, 405.2, 405.3, 405.4, 405.6, 405.7, 405.8, and 405.9. Motion carried unanimously.
Motion by Dr. Moser, seconded by Josh Grau, to approve the use of the formula recommended by KWWL to determine valedictorian status for The Best of the Best Award and Governor’s award. The district, however, will continue to recognize all students who have achieved the honor of Valedictorian or Salutatorian. Motion carried unanimously.
Reports:
Student Board Members, Mariah Moser and Mattie Hallberg, reported that Student Council is working on a digital scrapbook for Honor Council, a St. Patrick’s Day fundraiser will happen, working on the 8th graders visit to the high school.
Denise Mueller, Middle School Principal, and Brett Jackson, Assistant Principal, said the 7th and 8th grade have gone skiing, 3rd to 4th grade orientation is happening, Spring concert, band member recruitment efforts are being made, will interview for the new 5th grade teacher soon, and working on truancy issues. Students are skating in PE, Math Counts Competition has happened, track has begun and special education teachers participated in training at Keystone.
Larry Meyer, High School Principal, winter sports have wrapped up, track and golf has begun, soccer starts soon, a statement from Chet Bachman was read in which he expressed his gratitude to the Board for all of the support over the years.
Abbey Cottrell, Assistant Elementary Principal, reports the following: truancy issues are also being addressed in the elementary, Reading Month has begun, staff is discussing how to better share information with junior kindergarten parents, library visits, assemblies, dental visits, working on math curriculum, ISASP readiness training, and parent teacher conferences will be later this month.
Tim Dugger, Superintendent, reported that he will continue to monitor the news from the State legislators. Hopefully, the SSA amount will be agreed upon soon. There is also some movement toward Iowa property tax reform which would impact the District’s budget.
President Roys adjourned the meeting at 7:07 p.m. The next regular meeting is scheduled for April 14, 2025, at 6:00 in the McGregor Schoolhouse.
